The whole problem of social reform, therefore, resolves itself into this: where are those who want reform? Make them first… The tyranny of a minority is the worst tyranny that the world ever sees. તેથી સમાજસુધારાનો આખો પ્રશ્ન આવું સ્વરૂપ પકડે છે કે જેઓ સુધારા ઈચ્છે છે એવા લોકો ક્યાં છે ? પ્રથમ તેમને તૈયાર કરો… લઘુમતીનો જુલમ તો દુનિયામાં ખરાબમાં ખરાબ જુલમ છે. એક મુઠ્ઠીભર માણસો માને કે અમુક બાબતો ખરાબ છે, એથી કાંઈ આખી પ્રજા જાગી જવાની નથી… પ્રથમ પ્રજાને શિક્ષણ આપો. તમારું બંધારણ ઘડનારું મંડળ રચો, એટલે કાયદાઓ ઘડાતા આવશે. પ્રથમ જે શક્તિમાંથી, જે પ્રજાકીય સંમતિમાંથી કાયદો ઉત્પન્ન થવાનો છે એ શક્તિ, એ સંમતિ તો પેદા કરો ? अतएव सामाजिक सुधार की सम्पूर्ण समस्या यह रूप लेती है: कहाँ हैं वे लोग, जो सुधार चाहते हैं ? पहले उन्हें तैयार करो … इन अल्पसंख्य व्यक्तियों के अत्याचार के समान दुनिया में और कोई अत्याचार नहीं । मुट्ठी भर लोग, जो सोचते हैं कि कतिपय बातें दोषपूर्ण हैं, राष्ट्र को गतिशील नहीं कर सकते I… पहले राष्ट्र को शिक्षित करो, अपनी निजी विधायक संस्थाएँ बनाओ, फिर तो कानून आप ही आ जायेंगे । जिस शक्ति के बल से, जिसके अनुमोदन से कानून का गठन होगा, पहले उसकी सृष्टि करो । (विवेकानंद साहित्य ग्रंथ 5 पृष्ठ 110-11)
